Blockchain Publish of Public Certificates

MOSIP uses several certificates. Some of them are required by various partner applications

We need a solution where all the MOSIP Public certificates need to be made available on a public trusted blockchain platform

The certificates need to be published when ever they are re-generated ( typically on expiry)
